I wouldn't consider that torture, I would consider it pisspoor marksmanship.
Animals understand one thing. Show them who's boss. Especially cats and dogs.
I don't know why this guy's dog was shot. Maybe it was rooting around in someone's garbage. Maybe someone did just want a moving target. But if you're going to let an animal have free run, you need to expect things like this. Would he get pissed off at me if it was running wild and I hit it with my truck?

But still if you know who the dog's owner is then how difficult is it to find the owner and say "hey your dog was messing around in my garbage please keep him out"? It wouldn't be that hard to find out the owner because most neighborhoods in towns around here are pretty small.
I think that's the same thing as shooting a child cause he messed your yard up and yes to some people, their pets are like their children.

Also I'll add: you guys never actually said the dog left your property, or that it was on someone else's property. That was an assumption on the part of many.
In any case you cannot shoot strays in VA even if they're on your property. If you find out who it is (hard to do I know) you can press charges.
I really hope all goes well for your dog, guys. For the few who do not see or care that this action has hurt someone, there are many of us who are behind you.
